Thank you for your query.

Beauty products (this includes cosmetic products only) have to be certified under the COSMOS standard.

The product must have 95% organic physically processed agro-ingredients, and at least 20% of the total product must be organic (for leave on products) and a minimum 10% organic if it is rinse-off product (body wash, face wash etc).

We do also have the Soil Association Health & Beauty standards (https://www.soilassociation.org/our-standards/read-our-organic-standards/health-beauty-standards/ ) which are a private set of standards created and owned by the Soil Association.

These standards are based on the European Commission organic regulations for food and drink with supplementary standards to cover health & beauty specific products. This was implemented before COSMOS was created.

The SA Health & Beauty standards are applicable to personal care products, pet products and other products that cannot be considered ‘cosmetic products’ by definition in the Cosmetic Regulation (EC) No. 1223/2009. It is also applicable to existing cosmetic products that have not been reformulated to the COSMOS standard.

Thank you for your reply.

The minimum organic content for SA Health & Beauty products is 70%.

However, there is a special category for less than 70% for products with a mineral content above 30% of the formulation (mineral is not classed as organic).

This doesn’t come up very often and is assessed on a case-by-case basis:

Anything below 95% must declare the percentage of organic on the packaging so that it is clear to the consumer:
